RE: CIRCULAR ON ASSESSMENT OF STUDENT NURSES AND MIDWIVES

Uganda Nurses and Midwives Examinations Board wishes to draw your attention to the above captioned subject matter. Pursuant to Circular Number 2/2018/HTI issued by the PS MOES on s” February, 2018 UNMEB hereby wishes to communicate the following updates for your attention and immediate compliance;

A) Introduction of Semester System Assessment:
Effective June 2018, the assessments of student nurses and midwives shall follow the semester system as per recommendations by MoES. Semester Examinations shall be conducted in last two (2) weeks of June and the first
two (2) weeks of December respectively. UNMEB Circular/Update on Semester System Assessment

B) Registration of candidates for examinations and NSIN
(i) The Change in NSIN format
The above changes in the Examination Calendar have had a direct bearing on the format of the Nursing Students Identification Number (NSIN). All NSIN begin JAN18 (for January, 2018) and JUL18 (for July, 2018) admission e.g. M17 ( for May 2017 admissions) and N17 (for November, 2017 admissions). However, the NSIN format shall change to JAN18 ( for January, 2018) admissions respectively. The same shall apply to subsequent admissions as shown in table 1 over leaf:

There have been changes in registration timelines for NSIN, and examination registration. The dates for submission of research reports have also changed as indicated in table two (2) below in order to facilitate effective management of the examination cycle. Strict adherence to the registration deadlines and research submissions must be observed.(ii) Timelines for NSIN, Examination Registration and Submission of

Please note that an allowance of one (1) week shall be given for late registration at a 50% surcharge.

(iii) Change in filling and Management of Examination Registration Form

The two examination registration forms i.e. Promotional and State Final forms have been harmonized into one to capture the students mandatory information information. The adjustments made are as follows;

1. Details of semester that the candidate is yet to sit.

2. Addition of National Identification Number to the registration form. This number will facilitate individual candidate tracking on the various national information platforms for Ugandan citizens.

3. Inclusion of section G that progressively assesses soft skills.

4. The need to attach a copy of a previous academic document. This will confirm the true spelling and order of candidates’ names. UNMEB Circular/Update on Semester System Assessment

Please note: all candidates re-sitting papers in previous semesters will fill two registration forms to match varying schedules. This also implies that separate payment shall be made for both the main and re-siting schedule. Filling of all registration forms should be effectively supervised as any error made shall attract amendment fees

C) The Changes in Paper Combinations:

The changes in assessment have warranted changes in Paper Combinations as well. Paper names have been prepared according to the semester of assessment. Also, the Board has also allocated paper codes for easy reference. The codes reflect the year of study, semester and serial number of the paper illustrated as follows; ON 111 interpreted as Diploma in Nursing, Year 1: Semester 1: Paper 1:. Copies of the paper names, codes and course content
have already been distributed to all training institutions by the Secretariat. Diploma Program (direct), takes three (3) years. UNMEB Circular/Update on Semester System Assessment

Please note that ONLY candidates due for State Final Examinations in June2018 and candidate with retake papers shall sit the old paper combinations. The rest of the candidates shall sit the new paper combinations.

D) Examination system amendments

The examination system has been reconfigured to reflect examination semesters. All continuing candidate’s information is already within the system and may not require fresh capturing. All candidates that will be admitted after June 2018 will automatically be allocated the new NSIN format. It is assumed that all candidates admitted before June 2018 have already applied for NSIN numbers. No candidate will be issued a NSIN number before successful verification by BTVE.

E) Continuous Assessment:

The revised Curricula mandates training institutions to undertake continuous assessment of students on soft skills, Theory and Practical aspects(i.e. group work, presentations, assignments, tests, practical tests, clinical placements,
case studies, clinical record books and co-curricular activities participation etc.}. This will commence immediately after discussions regarding its implementation are concluded by mandated institutions.

F) Guidance on referral and retaking candidates

Examination rules governing referral and retake cases shall remain as follows; Upon failing 1 to 2 papers, the candidate will be allowed to continue to the next semester but resit the failed papers when next offered.
Candidates who fail three (3) or more papers shall not be allowed to proceed to the next level and therefore shall repeat the semester

i. Issuance of Result Slips and Certificates
UNMEB will continue issuing result slips and certificates to the continuing students in the schools until the candidates admitted before November 2017 have completed training. UNMEB will commence issuance of certificates and transcripts starting with the November 2017 admissions.

(G) Examination Fees

The candidates sitting June 2018 State Finals examinations will continue paying the old examinations fees as follows; Diploma Programmes – Shs. 200,000/=, Certificate Programmes – 150,000/=, continuing students – Shs 120,000/=. However, for the December 2018 examinations, all Diploma Programmes will pay Shs. 180,000/= and Certificate Programmes will pay Shs. 150,000/= per semester.

The Board also wishes to bring to your notice the following observations made during execution of its mandatory business for your compliance;

1. Space and equipment for conducting Examinations: All training institutions are under obligation to have adequate space/rooms for conduct of both Theory and Practical Examinations in accordance with the number of candidates stipulated in the operating license. Training institutions are therefore reminded to strictly adhere to the school capacity limits stipulated in the license. UNMEB shall revoke all examination centre numbers of schools
with inadequate examination space. In the same vain schools with inadequate equipment during the conduct of practical examinations will also have their licenses revoked. This has been observed to delay the commencement of
examinations and therefore affecting the quality of examinations.

2. Invigilation of Examinations:

It has been brought to the Board’s attention that illegal materials have been found with candidates in the examination room. It has also come to the notice of the Board that some stakeholders entrusted to participate in the conduct of UNMEB Examinations in various capacities do not report as scheduled. Also been noticed some tutors have inadequate assessment skills especially in OSPE/OSCE.

Managers of training institutions and individual tutors should take it upon themselves to refresh their assessment skills in order to effectively participate in UNMEB examinations. It is therefore at UNMEB discretion to appoint and replace an examiner which is highly dependent on assessment skills and availability.

All Nursing and Midwifery Training Institutions are requested to internalize the contents of this Circular for compliance. Please don’t hesitate to contact the undersigned for any clarifications that might be required.
