THE UGANDA PRISONS SERVICE GENERAL PROMOTIONS OF JUNIOR STAFF 2020

All Heads of Department

All Heads of Divisions and Sections, Prisons Headquarters

The Commandant, Prisons Academy and Training School

All Regional Prisons Commanders

All Officers in Charge, Correctional Institutions

The Director of Music, Prisons Band

The Officer In Charge, Security and Safety Unit.

GENERAL PROMOTIONS OF JUNIOR STAFF

This is to inform that vacancies exist at various Junior Officers’ ranks (Corporal to Principal Officer I) which are to be filled on promotion from within existing staff.

You are thus directed to form Stations, Districts and Regional Committees to consider and recommend on MERIT to the Prisons Council all deserving staff for PROMOTION.

The exercise, will be conducted as follows:

All Prisons Stations to form Station Promotion Boards consisting of:

The Officer in Charge – Chairperson
Deputy Officer in Charge – Member

iii. Station Orderlies – Members

Any other two Officers appointed by the Officer in Charge.

These will submit their proposals (fully endorsed) for those suitable for PROMOTION to the District Prisons Commanders by 30th November, 2020.

All District Prisons Boards chaired by the District Prisons Commander consisting of the respective Officers in Charge should consider and submit the recommendations of persons fit for promotion to Regional Prisons Commanders by 21^st November, 2020.

All Regional Prisons Boards chaired by the Regional Prisons Commander consisting of the respective District Prisons Commanders should consider and submit the recommendations, of persons fit for promotion to the Prisons Council Committee by 25^th January, 2021.

The Prisons Headquarters Board (Prisons Council Committee) will sit to consider all those recommended for promotion with effect from 8^th February 2021 and thereafter submit to Prisons Council for approval.

NOTE:

You should ensure that all members of staff are given equal opportunities to compete for the vacancies on MERIT using the attached Guidelines. Uganda Prisons Service Promotions of Junior Officers

Where an officer is NOT recommended, the committee is required to state the reason (s) for doing so for review by the next level.

Officers on transfers should be assesses from their former stations. For this reason, the station, District and Region have permission to retain such A.Ps’ until the exercise is completed. It is the responsibility of the Regional Commander to ensure that No staff misses promotion on account of transfer.

All those who have been acting in various ranks shall still be appraised, and those who have earned promotion of recent, on special consideration, shall be eligible for consideration.

The Regional Commanders must ensure that the Station Board and District Committees understand the points score system.

Please note the deadlines indicated and all boards’ decisions should be respected while being impartial and fair to all.

COMMISSIONER GENERAL OF PRISONS

UGANDA PRISON SERVICE GUIDELINES FOR PROMOTION OF JUNIOR OFFICERS

FROM WARDER TO CORPORAL WARDER

(i) Must have been a Warder for a minimum of 3 years.

(ii) Must be two years clear of any entry for a disciplinary offence.

(iii) Must not have applied to resign from the service within the last two years.

(iv) Must be recommended by his O/C, the District, and Regional Promotions Board.

FROM CORPORAL WARDER TO SERGEANT WARDER

(i) Must have been a Corporal for a minimum of 3 years.

(ii) Must be three (3) years clear of disciplinary offence.

(iii) Must have not applied to resign within the last three years.

(iv) Must be recommended by his O/C, the District, and Regional Promotions Board.

FROM SERGEANT WARDER TO CHIEF WARDER CLASS I,II & III

(i) Must have been a Sergeant for a minimum of 3 years.

(ii) Must be three (3) years clear of disciplinary offence

(iii) Must have not applied to resign within the last two years.

(iv) Must be recommended by his O/C, the District, and Regional Promotions Board.

PRINCIPAL OFFICERS

(i) Must have served for a period of not less than three years from enlistment.

(ii) Should be four (4) years clear of any disciplinary offence.

(iii) Must have not applied to resign within the last two years.

(iv) Must be recommended by his O/C, the District, and Regional Promotions Board.

Note: The staff currently taking the Command Course at PTS, don’t need to be re-assessed for promotion as consideration was made during their selection.
